Composition of the ICTA Board
ICT Authority Board members are appointed by the Governor in Cabinet and hold their office for not less than 3 years.
The Board of Directors is responsible for the policy and general administration of the affairs and business of the Authority.
The current Board of Directors was appointed on 15th September 2009 and consists of:

Mr Glen Daykin has over 15 years experience in the telecommunications industry, previously worked with Cable and Wireless for 10 years, and has served on the ICTA Board since its inception in 2002. He is professionally qualified as a telecom engineer and was the previous owner of Caribbean Security Systems and is now an owner and managing director of GMC Electric Ltd.
Mr George Berry has been self employed as a technician since 2003 who specializes in all communication and entertainment wiring and programming. Prior to his self-employment, he held the same position with Cable & Wireless for over 20 years.
Mr Alexander Bodden is a qualified Chartered Accountant with 20 plus years experience in both public practice and industry within the Cayman Islands. A broad range of industry experience includes both the telecommunications and utility industries. Mr. Bodden previously served on the Business Staffing Plan Board of the Immigration Department of the Cayman Islands Government for approximately 6 years.
Mr Lyndhurst Bodden previously worked for Cable and Wireless for almost 12 years until his departure from the company in 1995 to start an Internet Marketing company, Cayman Online Ltd. He received his training at the C&W Telecommunications College in Cornwall, UK 1984- 86. His business started the first Internet e-mail service on the island and developed what became one of the top web sites providing travel information for visitors to the Cayman Islands. That web site was sold three years ago and the company now develops new marketing tools for local businesses as well as provides some computer support services, primarily to tourism related establishments along Seven Mile Beach. He is a member and past president of the Rotary Club of Grand Cayman Central and is a member of the Stamp Advisory Committee.
Mr J. Samuel Jackson obtained an LLB from Liverpool University through the Cayman Islands Law School and was called to the Bar in 1994. He served as Crown Counsel from 1994-1998 and is presently practicing as a sole legal practitioner as J. Samuel Jackson, Attorney-at-Law. Mr. Jackson served as the previous Chairperson of the ICTA Board.
Dr Joseph Jackman has been an amateur radio operator for the past 40 years and once served as the Chair of the Radio Operating and Licensing Board in the mid 1970’s-early 1980’s. He also served the Cayman Islands Government as the former Director of Agriculture/Chief Agricultural and Veterinary Officer from 1974-1982.
Mrs Pearlina McGaw-Lumsden has a Masters degree in law and is a notary public. She was previously employed as a corporate manager at Admiral Administration Ltd. Mrs. McGaw- Lumsden has previously served on the following Boards: Health Services Authority, Immigration Appeals Tribunal, Turtle Farm Board, Generation Now, and Big Brothers and Big Sisters of the Cayman Islands. She has also served as a lecturer at the International College of the Cayman Islands for Business Law and General Principles of Law.
Mr John Thompson has over 13 years experience in IT and is currently employed with the Health Services Authority as the Manager of Operations and Infrastructure. With a Bachelor of Science in Computer Science and a Microsoft Certified Systems Engineer degree, Mr. Thompson is responsible for ensuring that the operations of the IT Department is in alignment with the business objectives of the organization and works closely with decision makers to identify and implement cost-effective technology solutions and IT policies, procedures and best practices.
Mr Paul Tibbetts is a local businessman with a background in accounting and information technology. He is qualified as a Certified Public Accountant, holds a Master of Accountancy Degree with a focus on Information Systems, and has previously served on the ICTA Board.
Mr Dave Archbold holds a Bachelor of Arts in Mathematics and Information Technology. He served in the Royal Air Force for 27 years, reaching the rank of Wing Commander (Lt Col). Thereafter, he held a number of IT management appointments in BP Research, was Manager of the Cayman Islands Government Computer Services Department, and then became Director of the Information Technology Strategy Unit. He is now responsible for the day-to-day running of the Authority.
