HOW TO REGISTER A .ky DOMAIN NAME

Before You Register

  1. Read the Domain Policies. Check that you meet the eligibility criteria. Note in particular that although the Technical Contact (and your web server) may be located anywhere in the world, both the Registrant and the Administrative Contact must reside in the Cayman Islands, and must give a local address and telephone number.
  2. Choose a Domain Name. You can use the WHOIS option in On-Line Services to check if the name that you want is available.
  3. Arrange web-hosting and Domain Name Server (DNS) services for your domain. As the registrar of a Country-Code Top Level Domain (ccTLD), the ICT Authority does not provide such services to registrants. You must provide them yourself or, more likely, contract with a web-hosting company to provide them for you. Before you can register your domain name, you MUST know the names and IP addresses of at least two DNS servers that will point to your web site.

Restricted Sub-Domains

  1. The .edu.ky sub-domain is for local educational establishments only, and is managed by the Permanent Secretary for Education. You are encouraged to contact her office prior to requesting a .edu.ky domain name. The Ministry has an evolving "E" strategy and looks forward to working with you on putting the "E into Education". Operational issues and questions concerning the .edu.ky sub-domain may be directed to the Department of Education Services
  2. The .gov.ky sub-domain is for Cayman Islands Government Departments only, and is managed by Computer Services. Please contact Computer Services at nicadmin@gov.ky prior to requesting such a domain name. Operational issues and questions concerning the .gov.ky sub-domain may be directed to nicops@gov.ky

Accessing the Registration Form

  1. Select On-line Services here, or from the ".ky domain" sub-menu at the left of this page.
  2. Select "Register a KY Domain".
  3. Type the domain name you wish to register into the text box. You must also use the drop-down box to select whether you wish to register in the top level of the domain (".ky"), or in a sub-domain such as ".com.ky" or ".org.ky". The Registrar reccomends that commercial organisations use ".com.ky". It is likely that annual registration fees will be introduced shortly, and that fees for names in the top level (".ky") will be higher than for those in sub-domains. Note that registrations in the ".gov.ky" and ".edu.ky" sub-domains are restricted (See above)
  4. Assuming that your name is available, the main registration screen will be presented. The following notes should help you to complete the form correctly.

Registrant

  1. The Registrant's Name is that of the person or organisation using the domain name, i.e. it is the name of the Cayman Islands resident or registered company that qualifies for registration under the Domain Polcies. It is not the web-hosting company or agent, but rather their client.
  2. When entering the Registrant's Address, remember to select the correct Post Office District from the drop-down box.

Administrative Contact

  1. The Administrative Contact is the Registrant's appointee to make all executive decisions concerning the domain. He/she is also the individual that the Authority will hold accountable for the proper running of the domain in accordance with Domain Policies.
  2. The Administrative Contact is normally a member of the Registrant's organisation, and must be resident in the Cayman Islands. In the case of an Exempt Company, the local Company Agent is often appointed.
  3. It is the Administrative Contact who receives the email notification of the acceptance or rejection of the application. If the application is accepted, the Administrative Contact is also sent the Domain Administrative Password which is required to make on-line changes to the domain record. These emails are automatically sent to the Administrative Contact's email address given in the Registration Form. It is therefore very important that a valid email address is given. A frequent error is to give an email address in the domain being requested, i.e. if the domain name being sought is 'example.ky', the email address is incorrectly given as 'admin@example.ky'. This will not work as the domain does not yet exist, so you will never receive a response to your application.
  4. Free web-mail addresses, such as hotmail.com or yahoo.com, are not acceptable for the Administrative Contact.
  5. Remember to select the correct Post Office District from the drop-down box. A PO Box number with an incorrect suffix will result in the rejection of the application.

Technical Contact

  1. The Technical Contact is appointed by the Administrative Contact on behalf of the Registrant. The Technical Contact is responsible to the Administrative Contact for the provision of technical services, such as web-design, web-hosting, and DNS services, to the domain. The Technical Contact may be located anywhere in the world. He/she may be a member of the Registrant's own IT Department or, more commonly, is a representivative of an IT/Web-hosting company under contract to the Registrant.
  2. In the case of an individual's personal web-site, the Registrant, Administrative Contact and Technical Contact may all be the same person. If that is the case, you may leave the Technical Contact section of the form completely blank.
  3. In all other cases, complete the first 5 text boxes in this section of the form.
  4. If the Technical Contact resides in the Cayman Islands, enter the PO Box number and select the correct Post Office District from the drop-down box. Select the correct island from the next drop-down box. Leave the remainder of this section blank. If you do not do so, the application will automatically be rejected.
  5. If the Technical Contact resides outside the Cayman Islands, provide his/her full address in the last 5 text boxes in this section. In this case, please ensure that the space for a PO Box number remains blank. If it is not, the application will automatically be rejected.

Name Server Information

  1. It is an ICANN requirement that each domain and sub-domain has a minimum of two active DNS servers. A top level domain such as .ky maintains 'pointers' to your DNS servers. Your DNS servers, in turn, maintain pointers to the various services that are available within your domain, e.g. web-site, email, etc. It is your responsibility to arrange DNS servers for your domain. Most web-hosting companies will provide these for their customers at no additional charge. If you are hosting your own web-site, the company providing your Internet connectivity will probably be able to provide DNS services for you. There may be an additional charge. Lastly, some organisations provide free DNS services; try entering "free DNS services" in your favourite search engine.
  2. You must provide details of your DNS servers in order to complete your registration. It is not possible to 'hold' a domain name until you have made arrangements for DNS services. If this causes a problem for you, you may wish to consider using "web parking" services offered by a number of companies; try entering "web parking", or "free web parking" in your search engine.
  3. Enter the names and IP addresses of your DNS servers into the appropriate boxes. You must nominate two and may nominate up to four. Names are normally in the format "ns1.exampledns.com" and IP addresses are four numbers separated by a period, e.g. "153.26.10.201"
  4. If none of this makes any sense to you, it is recommended that you employ an Internet services company to do your registration for you. Look under "Internet Services" in Yellow Pages.

Domain Policies and Submission of Application

  1. Make sure that you have read and understood Domain Policies, and then check the box at the bottom of the Registration Form to confirm that you have done so.
  2. Click (once) on the Submit button to send in your application.

What Happens Next?

  1. Your application is sent to the Domain Administrator who checks to see that you are eligible to register in the .ky domain and that the Registration Form is correctly completed. He may contact you by email or telephone to obtain supplementary information or to verify your eligibility.
  2. If your application is rejected, an email explaining why will be sent to the email address given in your application for your Administrative Contact.
  3. If your application is approved, an email notification will be sent to the email address given in your application for your Administrative Contact. This email will include the Domain Administration Password which is required in order to make on-line changes to the domain record.
  4. You normally should receive one or other of the above emails within one working day of submitting your application. Occasionally, this may stretch to two working days.
  5. Details of a newly approved domain name are submitted to the master database at midnight on the day of approval. It can sometimes take 72 hours thereafter for the information to propagate around the Internet, but it is often available within 24 hours.
